Last minute cheap/free ideas for Halloween?

So, I'll be looking after two little ones aged 5 and 8 (my niece and nephew) on halloween night, and I'd love to do many fun activities with them, but I'd rather not spend a fortune on halloween costumes/materials.

I've decided not to take them trick-or-treating due to the fact that we live in a city and I don't know their neighbours, and I don't want them to be disappointed if nobody answers their doors.

So far, my only idea has been to build a massive living-room den/fort, and then we can hang out in the den and tell spooky stories to each other.

Anyone else got any inspired, and cheap/free, ideas for ways to spend Halloween? Thanks :)

Look for a costume swap in your area or let them play dress up with adult clothes that you don't care much for anymore.

I am sure you can find some homemade costumes at home. worst case senario you can be ghost or a cowboy or make something out of cardboard with spray paint. Then drive out to the suburbs and go trick or treating. My favorite time of the year. I live in the burbs and see plenty of vans pull up and unloaded kids from a different hood.
