Title: who can open an IRA

OK, I know I likely need professional advice, but in case anyone has been in this situation, I would appreciate feedback. My husband and I live abroad. He works for US govt. I work in the local economy. I pay taxes in both the country where I work and the US. I work at a non profit and make very little money and have no means of saving for retirement. My question: can I contribute to an IRA for this year?
