Why does Ally Bank have IRA's that are CD's?

I was on my Ally Bank account tonight, and I scrolled to the new products page just to see what else they have besides savings. I saw they have CD's for 2% on 5 years, and then they have IRA CD's for the same 2% for 5 years.  What is the difference between them, and are these IRA's like a normal one or is this something totally different?
