U.S Savings Bonds

Asking for a someone who has U.S Savings bonds and is nearing retirement age (in 15% tax bracket).
How can one determine the current value?
What possible uses are tax-exempt?

I use the Savings Bond Wizard from Treasury Direct to calculate the value. Once the bonds have matured, usually after 30 years, they no longer accrue interest and you are required in that year to recognize all interest, even if you don't cash them out.
