Is there anyway to put my excel based budget on my iPad without spending money?

Assuming you have a google/gmail account, you can download a Google Drive/Docs app (for free!). You can edit, but I find that it's a pain in the ass (I find any tablet can be a pain in the ass though). You can also edit on a laptop/desktop and view it easily.

Numbers can read excel files and will (naturally) work on your iPad. I think it's still about $10 though.
Personally, I find working with spreadsheets to be very difficult on a tablet.

Agree with the above - editing on a tablet is a pain, viewing is okay.
(Unless your spreadsheets are super simple, and you're just inputting numbers, not formulas, and not referencing other cells and such.)

I just want to be able to view it and maybe save some notes if something pops up.

Then Lis' suggestion is probably the best. Go the free route with Google Docs

Uhh, Excel for iPad was made free about a month ago (maybe longer?). You do not need to sign up for the Office:365 subscription unless you need to use advanced features, which I doubt you need for your budget.

Depends what app you are using on the iPad,
Might be that best way is to do data entry again on iPad
Makes sense to keep budgeting tool on phone or other mobile device, that way you can refer to it and update it as you shop. It's a good way to track in real time
As mentioned before, if all you need is to transfer an excel sheet, then something like Dropbox or google drive can facilitate
