Starting a Dependent Care FSA to use for daycare expenses?

Our little one just started in part time daycare and it sounds like an FSA could help save us money in paying for them. Some information:

- I run my own company and my wife is also employed by the company
- I already have an HSA that I max out every year. My wife does not have one as her health plan doesn't allow it.
- Day care costs are about $3,800/year (it's only part time)
- We're in the top tax bracket

Questions:
1) Are we allowed to have a Dependent Care FSA if I already have an HSA?
2) Do I have to start one as part of my company or can I just get an independent one somewhere from a bank or something?
3) Does anyone have a recommendation on how/where to start one?

Yes, you can have a dependent care FSA in addition to an HSA. Sorry, that is the only part I can answer.
