Inexpensive and durable are, in my experience, mutually exclusive when it comes to bicycle pumps. The part that fails most commonly is the clamp, but I have seen every component on a pump fail including the main cylinder.
That being said, all Blackburn Design pumps have a lifetime warranty and there is a $30 model available on their website. If you don't mind returning pumps every year or so and paying for shipping, this might be an option.
However, there's a good durable pump available for $50 called the SKS Rennkompressor.
Any bike pump can be used to top off car tires if necessary. It may take a while since bike pump cylinders don't have a lot of air volume, but even when I've needed to add several PSI to all four car tires it doesn't take longer than driving to the gas station, and it's a workout and it doesn't cost anything extra.
