creative ideas for a cheap place to live

I am trying to help a friend move from her apartment. She chose to live there because it was cheap but she was broken into and beaten by a neighbor. Does anyone have any ideas for finding a cheap place to rent in a safe area?

Look for rooms for rent in a gated retirement community. Take self defense class.
