Trash can lid replacement

My son broke and threw away the swing lid to the kitchen trash can.  We need a lid because we have dogs, especially a naughty beagle who is rendered helpless by the smell of food.  He will actually steal cans of salmon and try to open them with his teeth.  He is possessed.  I am trying to come up with a way to cover the trash can, without buying a whole new one.  No one seems to sell replacement lids, and I hate to buy another trash can.  Seems like such a waste.  It's about a $15 trash can, so my idea has to be cheap, bordering on free.

We solved that problem about 10 or 12 years ago with an old chunk of counter top that was cut into a cutting board.  It didn't stop him from trying to dig in the garbage, but it was heavy enough that when he knocked it over he eventually learned that was an unhappy thing for him to do.  I always put the garbage up when we went out because the dog was an absolute hammerhead!

If you have young kids, though, there is a risk of injury.  In that case I would sew a cover and just use a stretch and sew elastic or  a casing with a shoe lace and toggle.  I've got all the supplies for that, though.

The way I found the counter top piece I walked around the house with the garbage can and put things on top until I found something that fit.  It wasn't fancy, but it did outlive the dog and we are still using that garbage can.

What if you lock the cupboard door that you keep the bin in? I'm assuming this is for a kitchen bin? I'm sure there's heaps of child (dog?) proof methods, which might be easier than finding a new lid?
