All inclusive apartment will be your cheapest short term rental. The more townhouse or house like it is, the more it costs to heat and the greater the likelihood is that it's not all inclusive.
If it's short term just for the winter, many landlords have problems finding tenants in the winter. I would personally find a few places you like and then have a conversation with the landlord about your needs. You should either be able to pay upfront if they are worried about you not paying rent - if they see your financials they should be OK. Give em a tour of your property and RV if they have any questions.
