Ah - should have read more on the "About Us" tab. Overshadowed by Obamacare. Authorized in 2010, launched in March 2014 - sounds about right - the procurement process here is absurd, and nobody seems to understand that when you "buy" software that doesn't exist, you get all of the headaches of "building" it (or at least the time-frame) with additional problems due to contract management. Suppose this could have been the official exchange for Florida, but wasn't ready in time, so jump on the Federal bandwagon. Of course, that wasn't the narrative at the time.
Anyway, larger point stands - if you are subsidy / tax-credit eligible, healthcare.gov is likely your best option. If you're not, then lots of options are out there. Way more HSA-eligible plans available on other sites.
