My liability cost similar amount in 3 different states for a Yamaha 550 cruiser which was approx the same as my sports bikes in Cali. Full coverage would have been much higher though. Especially on the sports bikes due to higher replacement cost if wrecked or stolen. I think your age, riding experience and maybe your gender would also determine cost for full coverage insurance.

In BC Canada my liability insurance from a 650 dual sport thumper costs the same as my F150 truck.

I'm also in a no-helmet state with a 600cc sport bike and the liability/medical combo is very cheap (I just bumped mine up to 500k coverage and it only rose to $150 a year).  Comprehensive isn't very much either (but I don't have it).  The pricy part is the Collision coverage (if I had that, I'd be at $500/yr).  Buying an ABS bike helps.  When I was bike shopping last, adding ABS to a bike cost around $500 extra, but would save $200 every year on the collision insurance!
