The beard should not matter. But people making hiring decisions form gut decisions very quickly and have unconscious biases that unfortunately can impact their perceptions of a candidate. I'd always recommend to play it as safely and as conservatively as possible. Unless you are applying for a role in a company you know rocks an alternative vibe (Seattle technology incubator, for instance, in which case by all means leave the blue hair)
