Identify this Yakima roof rack

My neighbor threw away a perfectly good Yakima roof rack set that fits my car. I grabbed it before the garbage truck could get to it.

However I have no clue what this attachment is for. A kayak? Yakima no longer sells it. Any help with identifying the purpose of this attachment?

Looks like a multi-stack kayak rack, and I'm pretty sure it should have an identical second piece--the single kayak ones are sort of u-shaped, but multi-stack can have 3-4 on their side.
