Where do I stash my money?

I've read all of MMM's blog posts and I listen to the ChooseFI and Mad Fientist podcasts, yet I feel lost when it comes to how to allocate my money for investing. As my significant other is not on the MMM train and thinks I'm a nut, we're only saving 15% of our household income for retirement/early retirement/FI. Even at this rate, I've done my best calculations and we will be FI when I'm 50 and he's 57 (15 years from now). Here's the current situation:

We're maxing out two Roth IRAs each year.
$4,450 (7% of my annual income) goes into my 401K annually (with a 3% match).
$2,580 (6% of his annual income) goes into his 401K annually (with a 4.5% match).
Only putting a minimal amount in HSA to cover expected healthcare costs.

I find we have another $700 each month (this would make our savings rate 22%) that could be invested and I don't know whether to put it into 401Ks, HSA, pay extra towards mortgage principal (4% interest - the numbers don't make sense, as we could get a better return in the other vehicles, but I would like to have this paid off when we reach FI), or to set up a brokerage account with taxable investments. This is new for us, as we just paid off all our debt (other than mortgage) a couple months ago and I just got the Roths set up, and magically we have $700 extra little employees ready to go to work.

Also, is it possible that HSA rules/tax laws could change in the future and ruin a plan for using the HSA as a tax-free retirement savings account? I'm afraid of maxing this out and then not being able to get it in the future.

With ~$100k in income you should be able to save much much more than 15%.

RWD - Thank you for pointing me to the post regarding investment order. I completely, 100% agree we should be investing more, but I'm only one half of the decision-makers in the household. If it was up to me, we wouldn't have satellite TV, an expensive cell phone bill, etc., etc. Just getting to this point of saving 15%-20% has been a struggle of wills, but I will keep painting the picture of FI for my husband, as I believe the main problem is he doesn't think it's possible, because he's never seen anyone do it.
