Title: How to fix drain behind fence?

I have a drainage spot right behind my vinyl fence. It is creating a small puddle back there of standing water. How do I fix this? Who would I even call? A plumber?

I have no idea how to do this sort of thing.

Is there a storm drain that is blocked, or just a low spot in the yard that collects water?  If it is beyond the fence, is it on your property?
