What is this? What are these?

What are these things? I live right by them. As a matter of fact this is about 10 feet from where I live.
A young girl in my building was diagnosed with leukemia this morning.  I want to know what I'm dealing with, but I don't even have the right terminology. They don't look like transformers.

It's a distribution line terminating to an underground riser. It's normal and industry standard for electric utilities. There has been no proven link between electrical lines and cancer. I would not be concerned about it from a scientific point of view, but it is an eyesore if that's right outside your window. Trust me, I'm an engineer.

Actually I think that's what makes it funny.  Perfectly timed too.

You have two choices when it comes to unavoidable tragedy: 1.) Laugh or 2.) Cry.  I tend to choose Door #1, because it makes life a little easier to handle.

Seriously, though, apologies if that caused offense.  Correct answers were already in the first two responses.  Leukemia, while tragic, is a non sequitur in this case.

That one looks suspect, maybe in an weaker form. I'd bet my eyes on it being a transformer, keep your eye on it, let me know.
