How to apply for internal posting as an external candidate

I have been at my current position for five months, and as noted in previous posts, it is not panning out to be what was initially presented. Anyway, my position involves working at other locations throughout the week that are affiliated with my employer, but separate entities (all government agencies). There is an internal posting at the location closest to my home, that I currently work from two days per week. It is an internal posting that closes today. Would it be appropriate to send my resume to HR? Do I note in my cover letter that I realize it is still an internal posting at this time? Am I going to shoot myself in the foot if my current employer finds out I'm applying for other positions after only five months?  Help, MMM!

Yes, if your employer finds out they could be pissed (and if you don't get it, you could be in some difficulty).  That's a risk you run.

I would reach out to HR or to a contact over there and express interest in the position.  Don't send a resume just yet, as it's internal for a reason.  (Some places may not be able to consider you at all at this time.)  If HR or the contact thinks it's ok/good idea, then send your resume on.  Otherwise, you may need to wait for it to open externally.

Do you have any non-competes or other agreements that would preclude you from making this move?

Thanks for your input. There is no non compete in place currently.

What CommonCents said - reach out to HR on an informal basis, express interest in the role.  I'd say don't reach out to "a contact" unless this contact is at director level or higher. Just talk to HR. If nothing else, they might remember your interest when an external role becomes available.

Different agencies have different definitions of "internal". In my agency, internal, by formal policy, excludes temps and independent contractors. So that might be a starting point with HR - if and how they define internal.
