Are HEPA Air Purifiers and expensive gimmick?  Do they really do much?  The filters are insanely expensive.

They don't have to be. This Beijing-based social enterprise gives DIY HEPA air purifier building workshops https://smartairfilters.com/cn/en/?r=global and I still order from them after moving away. What are you looking to filter? When my city's polluted I'll turn on the SmartAir and my laser egg pollution monitor https://kaiterra.com/products/laser-egg-2-plus/ close the windows and watch the numbers go down as the air's cleaned.

ETA: And if your setup is working correctly it makes a huge difference.

Ours catch loads of cat hair... But we have cats. Vacuum the filter, don't replace.

Wow, a phone plan for fifteen bucks!
