Is there a consensus that has been shared here for the best place to go for good affordable health insurance if one must pay out of pocket? Thanks

I don't know if you are asking for a specific insurance company or just a general place but you should first check out your state or the Feds ACA exchanges to see what's available in your area and whether or not you qualify for subsidies. If you don't and can't buy a policy on the exchange, then check out www.ehealthinsurance.com and plug your numbers in there. Each state differs by price and options so no one size fits all.

There's a lot of confusion about this so I'll just clarify: pretty much anyone (in the US) can buy a policy using the health insurance Marketplace (the ACA exchange). The income restrictions (100-400% of the Federal Poverty Level) only determine who qualifies for subsidies.

HealthCare.gov will be your best bet to shop and compare options. Open enrollment starts 11/15 for policies taking effect 1/1. If you have a qualifying life event (moving, marriage, divorce, income change, lost coverage, birth, death, etc) you can enroll outside of the open enrollment times. If you include your income in the online tool, it will tell you what tax credits and cost sharing subsidies you're eligible for. Select a silver plan for the best cost sharing subsidies and tax credit situation if your income is between 100% and 250% FPL.
