Guidance with 403(b) options

Hello. My wife has recently started her first teaching job. She really loves the district and plans on being there, well, forever. No one was really clear on how their 403(b) worked and didn't know the fees or options so I did a little digging online - Its offered through RIC (Iowa Retirement Investors' Club). There is no employer match. Is she better off with just a singe traditional IRA or to have both? Any input is appreciated - HSA is not an option for her, they only offer FSA.

It looks like you can get VITSX (total US stock market index) through VOYA without additional fees (0.04% expense ratio). I wouldn't hestitate to max out the 403b in that fund if that is the case. You get more control in an IRA, so you should max that as well (first) if you are able.
