Flex Spending and Savings Rate

I can't get it through my head how to treat my Flex Spending Account in regards to calculating my Savings Rate.
I use it for child day care expenses to save on taxes. The money is saved up from my paycheck and I get reimbursed when I turn it in. Typically do that twice a year.
So do I count the money as income when I take the reimbursement?

I treat it as income when I get the money in my paycheck, and an expense when I make the underlying expenditure. Getting the money back out of the FSA as a reimbursement is neutral, it's just a transfer between accounts.
