I don't know the answer, but I have seen discussions on this topic over at the doctorofcredit  site. Just do a quick search and you should find the right thread.

I have done it and once downgraded there are foreign transaction fees, but no annual fee.

Yes, but only for 1:1 cash. You need preferred to do airline partner transfers.
