VTSAX vs. RTSP C-FUND

Just curious to where I should be putting my money; as of right now I am actively trying to contribute roughly $10k+ into my Roth TSP yearly.
I am also trying to contribute $10k to my VTSAX/ $5.5k Roth IRA.
The reason I am contributing to the VTSAX is because I'm concerned on the accessibility of the TSP funds if I plan on RE with pension.

Can someone just take a look at my thought process.

1. Emergency fund established
2. Contributing $10k plus MIL match
3. Maxing Roth IRA
4. Fund a taxable account (VTSAX)

I've read the Investment Order post and the How to withdraw money from IRA before 59.5 post.
I feel like I am missing something.
