This is the only card I could find that meets your requirements AND has chip-plus-PIN capability. You will want/need that for any kiosk-type transactions. I'm not crazy about the rewards (I'm not interested in any non-cash rewards) and I didn't even bother to check the APR but it checks all the other boxes.

Are you sure this is chip and PIN? I see it's chip, but I don't see them say it's PIN, so I assume it's chip and signature.

Are you sure this is chip and PIN? I see it's chip, but I don't see them say it's PIN, so I assume it's chip and signature.
It is chip and sig by default but it is able to do chip and PIN where needed.

There are a few from CUs available but that requires you to join. Not a huge deal but another hoop to jump through and you might need to join or donate to some association to qualify for membership.

I just got back from a 3 week trip in Italy, Spain, and France. C&S cards worked everywhere, including automatic kiosks at the train stations. It was a lovely surprise.

Maybe transaction values below a certain threshold set by the card company don't require a PIN?

IMO (and according to many travel bloggers as well) the Bank of America Travel Rewards card is the best CC for overseas travel/spending. No foreign transaction fees, no annual fee, decent rewards.
