Roth 403B question

Thinking about pulling the plug at work in the next few weeks.  I had a question about the roth portion of my 403b.  I currently have 67K in the Roth403b.  I am assuming that I can roll that portion of the 403B into my other Roth account and the rest of the money I just roll into a traditional IRA.  If I roll the 67K into a ROTH, does the entire amount count as "contributions" as part of the 5 year rule?

Not sure what you're asking here. There are two 5 year rules for Roth IRAs.

Account must be open for at least 5 years for qualified withdrawals - your Roth 403B does not count for that purpose. The date you first opened any Roth IRA is what they're looking at here.

5 year rule on conversions to avoid penalty - does not apply here since a Roth 403B to Roth IRA rollover is not a conversion.

When you rollover the 403B to the Roth IRA, the basis will follow for the purposes of "regular contributions can be withdrawn at any time, tax and penalty free". I believe that figure should be on a form associated with the rollover, but as a back up, I hope you have good records of your contributions over the years. Maybe pull as many statements as you can find now and start keeping track on a spreadsheet.

I currently have a ROTH IRA that has been open for about 15 years.

My 403B has some money that I contributed as ROTH contributions 10+ years ago.  The rest of my 403B is traditional pre-tax contributions.  When I roll over the money into a traditional IRA I assume I can just roll the roth contributions of the 403B into my ROTH IRA.  Does the entire amount count of the ROTH 403B(my contributions and market gains) count as contributions to my ROTH IRA when it gets rolled into my ROTH IRA?

Or am I not looking at this correctly and I cannot combine my 403B roth with my ROTH IRA??

Only your contributions to the Roth 403B will count as contributions to the Roth IRA after the rollover.
