Converting an Annuity to an IRA

I have several annuities that I'd like to change over to something that is not an annuity like Total Stock Market Index or target date funds.  All of these annuities are pre-tax dollars.  Some are charging 4% in fees.

All of them are past the time period for surrender penalties.

Can you do this with Vanguard and not create a taxable event?  Or once you have an annuity it has to continue to be an annuity?

This was qualified money (401k/403b/IRA) or non-qualified (savings account)?  If it was the former, you should be able to just roll it over to an IRA.  If t was the latter, it will have to remain an annuity to avoid taxes, but you can easily roll this over to an annuity at Vanguard for vastly lower fees.
