Portland is a great place to go mustachian. There is good public transport (bus, streetcar, light rail, and even an aerial tram). You wouldn't need a car. There are lots of things to see outside the urban area, and there are car sharing options or just rent once in a while. There is a saying about Portland - that it is where young people go to retire. I figure that must mean they live frugally, so you have that going for you. The housing market can be a bit tight, but if you look around, I'm sure you can find some options. $80k will go far Portland, really far it you're single, and even if you're a couple or family and mustachian. Look to live in SE, inner NE, or North Portland for the most walkable and bikeable areas. Avoid 82nd and east, and as you go out on the west side (Tigard, Beaverton), you almost have to have a car. Hillsboro, too, but the Orenco Station area may be possible without.
Portland is a great city. Definitely an opportunity to pursue.
