Claiming CA unemployment retroactively

Anyone claimed unemployment retroactively? DW lost her job back in March because of COVID shutdown. She did not realize that she could file for unemployment as was on a valid visa. She got her green card recently and filed for unemployment since when she was unemployed. CA EDD only sent a check for first week of September. It turns out that if anyone with a valid work permit CAN claim unemployment as this is insurance and not welfare? Is this true? If so, how does she appeal?

In early Sept they stopped backdating to combat fraud, you have to contact them to get your claim backdated. You can send an email in your online account, but may have faster service by sending usps.

Call in at 7:55 am and talk to a claims specialist.
