Cheap tablet - low end new or older used?

I'm looking for a 10" Android tablet, and am torn between a cheap new tablet like the Dragon Touch X10 (about $110) or used tablet from a brand name company like Lenovo or Samsung.  I only plan to use a single app, Chordana Play, as a piano learning app.  The requirements for Chordana Play are Android 4.4 or later required.  I'd like to keep the price under $150, and I'd prefer to stay closer to $100 if possible. 

Does it matter if I buy something new or used?  If used, is there a good site for purchasing used tablets?  Is there anything I should look out for when buying used?

There is an easy hack to install non-amazon apps.
You save $15 if you get it with 'special offers' which are ads on the lock screen and in the notification pull-down.
I'm watching for their next sale to pick up an 8".

I've got a cheap tablet (Insignia) that takes forever to boot up and then requires me to confirm app permissions (but then works pretty well).  And it takes forever to charge.

I'd buy a refurbished tablet (from a trusted vendor) before a used one.

Sent you a message. I just got a 10" Lenovo tablet from work and I have no use for a tablet.
