The fake fire hydrant is probably illegal and unsafe; though you could go through the expense (likely $5-10k) of having a real one installed.

Some marking mechanisms could also be illegal. Check with local authorities on what can be done - they may even offer to install markings if you make it clear that this is a repeat problem.
