can I fix my shredder?

Royal 12x12 paper shredder, handles credit cards, staples, etc.
~4 years old.
$100 new.

I've used it regularly over the four-ish years.
Didn't know we're supposed to lube the cutters occasionally.

Problem:
No longer shreds.
Was creating loud, angry whir/thunk cycle when I turned it on, thunk big enough to bump the whole machine around.

I followed some tutorials on YouTube (unplug, reverse any paper out, toggle, remove paper bits with tweezers, etc).
It looks to me like there's gluey paper (presumably from book binding) stuck in the cutter, to the parts.
I've tried and tried to dig and scratch the gluey paper out with pliers, tweezers, pin.
I finally added nail polish remover. Some progress with that. Clunk/whir is now much more mellow, but still there and no shredding.

Questions:

1. Is it okay (not dangerous) to have added nail polish remover to a machine that uses some oil? Or have I just created a monster?

2. Is there anything else I can do to unstick gluey paper from the parts?

Just bumping to give it another go before I pull the trigger on a replacement...
