Asking to telecommute

Hello,
I will be looking for a new job this fall. At what point should I ask about telecommuting? And what kind of language should I ask for in the offer letter?

My company offers it to those on the job 6 months or longer. We are able to telework up to 3 days per week for most positions.

Our company sees it as a productivity tool and cost saving measure. I believe they even mention it in the early interview process as a benefit to help attract talent.

I've never had a job that mentioned telecommuting before I was hired. I would like to know before I was hired if they offered it to help me make a decision.
It's also been confusing to use it at my current job. There is no policy. It seems like if I ask nicely to telecommute the answer is no, but if I say I'm telecommuting today they say "thanks for letting us know!"
