Probably -- I've seen in the teens before, but it's usually based on dynamic pricing. For example, if it's a really slow weekend (best prices are always on the weekends as they like to gouge business travelers) and they have a lot full of cars, they will push extremely low rates to sites like Kayak. Apparently you can negotiate too, similar to last-minute hotel deals -- all things being equal, they'd rather get some revenue out of their depreciating asset than not. But that's based on demand, so you can't count on low prices all the time, you have to be flexible enough to take the deals when they are available.
