help! rough-sketching future office

Work today threw me a curve ball. 
We've been pushing to replace our antiquated field station with a new building for several years with apparently no movement.
Today I was told that the higher-ups are interested in the project and there will be a meeting about our building next week. Basically, they want a sketch of what we'd like BEFORE taking it to various architechs and building companies.
 I've been asked to make a rough sketch of what we would like it to look like.  I have a budget of $0 for this preliminary sketch, and maybe a dozen hours I can devote to the project.  Our proposed builidng would be small (~1,200 sq ft).  I have no experience in technical drawing but I have a very good idea of what kind of rooms (deminsions and layout) we would like.

Can anyone recommend an easy-to-use, low-cost computer program that I can use to make some preliminary building design plans?  I've done some sketches on graph paper but it would be nice to generate something a bit more 'polished'.

all that I am trying to do here is play around with a basic layout.

I would look at Sketchup.  It's fairly easy to learn and it's a free Google product.  It's a 3D model program which you can use to do a floorplan as well.

In my work, I use it for floorplans and then generate the building form from the plans, and the program has features that allow you to look around it as if you're standing there.  And fly around it as if you're a bird or something.

This is so typical of the ass-backwards approach so often followed here.  With almost no warning I'm told that I have one week to give them my 'wish-list' of how I want this building to be laid out.  After the initial meeting I'm sure my input will be considered less and less, since it will be 'too disruptive/costly' to make major changes.

Seconded.  Sketchup is super easy to learn and quite fast at doing simple stuff, especially things like floor plans.  For example, here's an early design I did for our basement.
