As I remember, it is illegal under Federal law for a dealer to sell a NEW vehicle with an open recall, but I think if disclosed concerning a used vehicle, it's OK, and CYA for them. I always go here first:

BTW, nice rides. I have never owned any Mazda vehicle that was not made in Japan, but I hear good things about Mexican made Mazda's like these. Sometimes sales people in error or on purpose will say all of them are "made in Japan". The car check will also make mention of this. Final assembly, and major component content (engine/transmission), will however be listed on a new vehicles sticker.
Make sure to ask for all service work done, and if indeed any recall work has not been done, it better before potential purchase IMO. Good luck
