Guy says that the add is correct - only 86000 miles. Is it normal to refurbish an engine after only 80k miles?

It's not "normal" by any means, but it's possible.  An early head gasket failure or oil leak not being taken care of right away can be catostrophic.  Ask if the guy has any receipts for the work that was done.

It's not 'rebuilt', it's 'refurbished', but there isn't a specific definition of what that means.
It could be rebuilt, or just degreased at a coin-op car wash...

Even rebuilt isn't a specific term.  Could be rings, seals, bearings, resurfaced and cylinders honed, or could just be new gaskets so it doesn't leak oil, for a while.

I wouldn't touch it unless he had receipt for parts and labor.  And I would call or visit the shop that did it.

FYI; I use to rebuild small block chevy V8s.  I have one in my garage that I blue printed, balanced and had the heads ported.

On the one hand, a buddy who works at a dealer can't believe how many new cars don't see an oil change until the engine grenades.

On the other hand a 1991 Hyundai is no where near the quality Hyundai builds now.
