If your payroll did not follow your instructions, then yes, your first step is to call payroll and see what they say they can do.  Btw, you posted in the evening and then pumped it in the morning before work, give it a bit more time.
And yes, you will pay taxes on it, if it did not go into your 403b (how is this even a question?).

I wasn't asking whether we have to pay taxes on income, that is a given.  I have never had an employer not withhold taxes in a paycheck so I was asking about the logistics of when, not if.
Ah, that makes more sense.  Yes, you will just pay at tax time.  But this is something you need to contact payroll for.
