401k and Roth IRA

So,

I'm new to this site.  and actually have been following most of the principals of the site.  I was raised to conserve money.  i currently have a home with 14 years left on the mortgage that i purchased 4 years ago at 25% below current market value.  I have a few questions ...

1.  All my retirement money is tied up in 401k and roth IRAs.  How do i tap this prior to turning 55?
2. I do have an ESOP since i work for an employee owned company so i could tap that depending on what i roll it into.
3. i found a house i think i can rent for 1200 bucks a month and it doesnt appear to need any work.  i can put 20% and have a mortgage payment including tax/insurance at around 650 a month.  is this a legit deal i should pursue?  i can be the landlord i dont mind doing that.
