Let them leave. And if they ever want to come back make them pay an arm and a leg to get back in. Literally. We take one of their arms and one of their legs. They can pick which one.

B. both arms only
C. both legs only
I'd pick C (both legs only). You can make up for legs with arm-motored wheels, but I don't think the reverse works with any apparatus. And I don't think having one arm/one leg does too much..you can't open jars and you cant walk.
