I used to be in a lottery pool. Most of the department was in it, so I decided it was worth it just to ensure I wasn't the only one left along with the boss. Prior to my joining, everyone just gave the one person money, and she communicated the results. I changed the rules. Only one ticket per person. Purchaser of the tickets had to buy in advance of drawing and send photo of the tickets prior to the draw to all participants in the pool. You don't pay, you aren't in. At the sole discretion of the purchaser, you can arrange to be in the pool no matter what, and the purchaser would float the cost of the extra tickets until repaid. Those in this category were communicated to the larger pool. Removals also communicated, so pay up or your deadbeat status will be on display for all to see. No distributions will be required unless the award is greater than $100 per person. Lesser distributions at the discretion of the purchaser. Distribution shall equal the total prize money divided by the number of individuals on that draw. Winnings not distributed will go to future draws of the future listing of participants. Lastly, no tickets will be purchased unless the jackpot is greater than $200 Million.
Everyone said it was being too anal, but all arguments about who was in/out ended, and the life of the woman who did the purchasing got much better. Strangely no mega-jackpots were won. Best we ever did was a little over $100 for 32 people in the pool. It was used for additional draws, upon which all proceeds were lost.
