Four California car dealers accused of deception settle with FTC
“I can’t sell a car to two different people for the same price,” he said. “It’s a cushion because you can’t advertise a car only for people with an excellent profile.”

I wonder if it would be possible to run a cash-only used car lot? Then it would be easy to charge two customers the same price for the car. Might be a limited market but I bet you could keep costs down. Even if someone wanted financing, they could always go to a bank themselves and bring in a check.

Or they could just advertise the cash price of the cars, instead of garbage like "Only $XXX per month" (for an unspecified number of months).
