Wisdom of the crowd

Here’s our situation, we’re moving to Hawaii in May and can only ship one car. We have a 2012 Prius V that is paid off and is valued at about 15K. We also have a 2008 Volvo XC90 valued at 9K but we owe still owe 9K on it. We will ship one car and buy a run-about car while we are there.
Planning factors:
Wife and I are both employed, both will likely have a commute of some sort.
Need at least one car, and if only one car, it must fit family of six.
We have to ship one car out to ship one back

What should we do?

I'd liquidate both and buy a synonymous one in Hawaii for less than 15k, assuming transaction costs are less than the retail cost of shipping.

Unless the shipping is provided by a relocation package or something, seems like a no brainer.

Correct me if I'm wrong, but Hawaii has basically perfect weather, and is an island. Is it too big to bike everywhere? Why do you need a car at all?

Quick answer: I'm Army, so the first car is free (thanks, America!)
Car might only be used to move 3 elementary age kids about

I'd actually vote sell the prius and pay off the other car with the proceeds.  Then you have your "family" car taken care of.  You could also sell both cars and buy an older one when you get there.  It's hard to rack up tons of miles on an island, so it's not uncommon to find 10yo cars with 40K-ish miles for cheap.

Go to one car and at least one person bike commutes.  Hawaii has excellent weather year round, though it rains frequently.  I brought my bike during a port visit there, and found between that and transit options, I was just fine.   Even when it was raining, I had no trouble on my bike, and frankly, felt like a badass. 

Also, since you know where you'll be working (probably don't for your spouse), you could plan to live near the base.
