I personally really dislike wearing rain pants, they get way too hot. You can just change pants when you get to work.
I resisted buying rain pants until riding in a bad storm that soaked through my regular pants and down the top of my waterproof boots. It was so bad that I had a couple centimeters of water in my shoes after only 40 min.
And the breathable stuff isn't overly hot. And "hot", after all, is a benefit much of the year. Once it gets warmish, I switch to shorts and sandals, so I don't care so much about getting wet. The rain pants are for the cold period of the year.
