Do you mean graphic design? UX? System design? Or is this one of those "I have an idea for an app but I don't know how to make it a reality" things and you don't really even know what you're asking?

Although frankly for any of those things, "average" isn't really meaningful since there's a wide variety of what goes into an app. Why don't you just get a few quotes and compare them?

There is no such thing as average cost for an app, or any sort of software development for that matter. That’s like asking the average cost for going to war.

The cost for someone to design an app for you is completely based on what the app is. The only way you're going to get an answer is to draw up your requirements and ask for bids.
