This. It's not a matter of time, it's a matter of conditions warranting opening. The CDC has even given out such conditions. It's a matter of enough testing to detect infections before they become hotspots and enough tracking to then, when you find someone who's positive, track down their contacts and test them.
Setting up such a system requires a concerted organizational effort, not just getting tests but then getting the people to do the tracking. I think the estimate was that hundreds of thousand people would be required. And sadly I don't see many signs that the federal government, or at least the people running it, are engaging in an all-out effort to make it happen, if they even think that it's actually their job to do so.
