Hemingway's Geoarbitrage in Paris after the collapse of the Franc

It's Romantic to think about such a cool city being so cheap. I guess we had that in the early 90s with Prague too. And maybe Buenos Aires?

Great find: "FRUGALITY: A Canadian with $1,000 a Year Can Live Very Comfortably and Enjoyably in Paris." 

$1,000 in the early 1920s is equal to about $13,000 in 2019 dollars.  There are some fine places in this world today where a couple could live comfortably on $13K/year, but no place that compares to Paris in the 1920s. 

Per Hemingway: “If you are lucky enough to have lived in Paris as a young man, then wherever you go for the rest of your life, it stays with you, for Paris is a moveable feast.”

Maybe look for the most artistic cities in the many "low cost of living high quality of life" areas?

I think it depends partly on taste, and what kind of arts and other culture you treasure most. Curious about further replies.

I've read enticing things about Lubljana, Slovenia. Sounds pretty and cheap-ish, not sure can match Paris though!

I've heard from friends in South America that Argentina is nice... also that it was expensive last year, but that the current currency collapse makes it cheap. Maybe you're right about Buenos Aires.
