So where I live, the local banks are very weary about giving unsecured credit cards.

If you want a credit card and your a young local or a foreigner you generally have to get a secured one. Simple, right?

Some expats I know feel this is a grave discrimination and great personal wrong. They can't afford to put down the money for a secured card and don't feel they should have too.

These are the same people that often tell me about how they are nearly out of money and how payday can't come soon enough. I don't think adding a credit card to the mix will be good for you.
