Help me out here...what do I need to stay dry in addition to fenders?
I tried a Coleman Nylon rain suit, but while that kept the rain off of me, you can't breath at all in those things and I ended up soaked in sweat. :-)

I'd say it depends on how often you need to be in the rain and how hard it is raining. I have a pair of bike pants and an expensive bike jacket with breathable but waterproof fabric and zippers under the armpits. Wear a cycling hat under your helmet to keep the rain from dripping in your eyes. But, it doesn't really rain that hard in Seattle -- just often. If you are trying to get through a torrential downpour... might be rough! There are also waterproof booties you can put over your shoes but they are expensive.

Also, wool is your friend. If it gets wet, it still keeps you warm(ish). I'm cycling year-round this year, so I will be getting a bit of rain!

I just get wet. The waterproof jackets and stuff tend to make me really overheat too. I keep a change of clothes in a plastic bag in my panniers. Fenders help keep most of the road crud off of your back and face though.

I live in England, so cool and rainy.
On the way in:
Breathable waterproof shell-jacket
and trousers.
Wool gloves with rubber grips
. Rubber boots---I keep shoes at my desk.
Wool socks
. Jacket has adjustable hood that I can pull tight to keep visibility good. If it's chilly, I layer a fleece underneath the jacket. If it's really cold, I sub in my knee-length waterproof winter jacket.
On the way home:
Whatever, I just get wet. I'll be home soon and can change into dry clothes.
Never hurts to increase your visibility when it's rainy. Think bright vests, lights, etc.
