Double Sales Tax for Car - NJ to NY Move

Hello Everyone,
                      Quick question.
In Yr.2013, I bought a car in NJ and paid $2500 sales tax (I was New Jersey resident and working in NY. Car is for personal use). Recently, I moved to NY and while getting NY registration, NY DMV charged me 7.375% sales tax ($2800) + Registration fees ($250). Did NY DMV folks made a mistake ? Do people pay car sales tax again while moving from NJ to NY  (If they bought the car while there are NY nonresident and working in NY)?

You probably just need to fill out this form.

There's no tax reciprocity agreement between NY and NJ so...good luck.
